Short answer
Start with at least three of the same sex — for example three geldings for pets or fiber.
Three animals create a stable small herd. Don't mix intact males with females unless you plan to breed, and don't buy a single male and female pair; they will constantly breed and the female will be pregnant almost continuously.
Never buy a single cria or a lone animal. Most breeders sell starter groups of geldings or bred females.
